My guess is somewhere off-planet. Aurora said there are multiple planets running "tests" in this system, so they must be monitoring them all from afar.

That makes sense. Somewhere they can oversee everything and be out of our reach, too.

...they can't be too reckless without knowing more.]
I guess we'll just keep that in mind for now.
